According to a survey done by one consumer group, the factors that people consider when renting an apartment are price, area, location and amenities. This is because the tenant has determined a certain budget and would like it to be very accessible.
Given these factors, real estate developers first analyze a certain area before deciding to turn an old building or an empty piece of land into an apartment complex.
One of the things that people ever include in the package is the utility. These are mainly composed of water, heat and electricity.
But is it really impossible to find a place that offers this already for free? The answer is no because some homeowners and landlords advertise these in the papers. The rent will be a little more expensive than those that do not offer it but people will realize it’s a good offer given that some of these homes are quite big.
It is easier to find many of these in the Internet because there is a separate website that features this for the public. A general description is usually shown such as how many rooms are in the house and other things it has inside.
The tenant will have to call or write an email back to schedule an appointment and should the person like it, certain requirements have to be given to ensure this will not be offered to other people.
The landlord will usually request for a one-month deposit and 3 months worth of rent in advance. The contract will usually be for a year that is renewable. Most of these places will not allow smoking and pets roaming around to preserve peace and cleanliness.
The price for many apartments that are 2 bedrooms and up will go for a $1,000 a month. People should remember that location plays a factor in dictating the price.
Those that just want a room can get one for less than $800 a month. The only catch is that the bathroom is shared which tells the individual that much about privacy.
The person should not forget to do some checking before signing anything. This includes checking the place for cracks or leaks. New apartments wont have this problem but this should be brought to the attention of the landlord if it is quite old for repair before moving in.
Another thing to find out is how the crime rate is in that part of the neighborhood. The police department will sure have statistics for this, which can also be verified, by having a chat with the neighbors, which will also give the tenant a feel for the environment.
If there are kids, it will be a good idea to check the quality of education in the schools nearby before enrolling. The grocery should be very accessible so that the family can just replenish the supplies when these run out.
If the individual is single and finds rent to be a bit expensive, another way to get it will be to share this with a friend. This will surely bring back memories of staying in a dorm in college, which is quite big and has other things such as cable and high speed Internet that is very convenient who do a lot of work using a computer.
The quest to find apartments that offer utilities will be a bit challenging. There are others who also want this so it is just a matter of finding the place first and signing a contract.

Renting With Pets:
The Online Resource for Rental Managers and Pet Owners"Moving" and "landlord won't allow" are among the top reasons given by pet owners when relinquishing their dogs or cats to animal shelters. If more rental housing permitted pets, millions of dogs and cats could be placed in homes—or stay in their homes when their caregivers move. Those reasons are why The HSUS helps rental managers, property owners and pet caregivers solve the challenges of keeping pets in rental properties. It's all part of our Pets for Life™ campaign, designed to keep pets with their families, where they belong. In addition to helping people keep their pets when they move, we also help solve other problems that threaten human-pet relationships, such as behavior issues and allergies.

Renting apartments vs. owning a house or condo
If you have pets, you may well be better off renting a house than an apartment or condo. Many apartments only allow cats or fish, while condo rules can be much stricter. Renting apartments (unless a luxury one) is almost always cheaper, allowing you to save for a real estate purchase if you wish. Other benefits to renting an apartment? On-site super who will fix things, and be there in an emergency. Also you will not need to mow the lawn and do other maintenance with an apartment rental. Condo's have strict rules. If you find yourself renting one of these (although many condo agencies forbid it) you could be subject to a wide variety of chores, and sitting on Condo boards which can be very time consuming, considering its not even for a property you own! While saving to buy a home, my husband and I rented an apartment, and it was a lot less time and trouble than other rentals.
